This came in a decree issued by President Putin on Monday which appointed Efimov, who is the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Syrian Arab Republic, as Special Envoy, effective immediately. Moscow, SANA- Russian President Vladimir Putin discussed in a phone call with President of the European Council Charles Michel the situation in Syria, particularly in Idleb after Turkish regime-backed terrorist organizations have escalated their hostile activities.
